New civil cases filed against The Greer Center, A Liberty Healthcare Corporation run facility contracted by the State of Oklahoma.

The Robert M. Greer Center in Enid, Oklahoma, a treatment facility for adults with intellectual disabilities and severe behavioral challenges, has been plagued by severe abuse and misconduct. Since November 2023, at least eight employees of Liberty Healthcare, the facility’s managing company, have been arrested or charged with abuse-related crimes. Reports indicate that residents endured horrific mistreatment, including physical assaults, waterboarding, choking, and exposure to hazardous substances. Employees allegedly encouraged residents to harm each other and retaliated against staff who reported the abuse.

One former employee, Jane Doe 2 as indicated in the new Garfield County Court civil complaint, worked at the Greer Center from July 2022 to July 2023 and frequently reported the abuse, neglect, and retaliation she witnessed.  She documented instances of verbal and physical abuse against residents, including staff members providing dangerous substances like bleach and razors to residents, failing to report serious injuries, and allowing non-verbal residents to lie in their own urine. Despite her reports, management—including Defendant Akil Gay and other Liberty Healthcare supervisors listed in the complaint—ignored, minimized, and dismissed her concerns. Instead of addressing the abuse, they retaliated against her, allowing a culture of harassment and intimidation.

The retaliation escalated when co-workers created and distributed flyers falsely advertising her for sex work, leading to late-night harassment calls. Despite identifying the culprits with the assistance of the Enid Police Department, Liberty Healthcare refused to fire the employees, dismissing the events as a “personal issue” and refused to take action; instead Liberty asked Jane Doe 2 to relocate within the facility.

According to the complaint and after hours of interviews it became apparent that instead of taking action, management at Liberty dismissed her concerns, blamed her, and allowed Greer Center staff to harass and intimidate her.

Jane Doe 2 ultimately obtained protective orders against her harassers, but law enforcement advised her to leave Enid for her safety. The ongoing negligence by Liberty Healthcare and the Greer Center administration caused her severe emotional distress, forcing her to leave her job and relocate.

This case exposes the failure of those in power to protect both vulnerable residents and whistleblowing employees, calling for urgent intervention and accountability.
